Tidal Bay Community Land Co-operative (Tidal Bay) was founded in collaboration with the Co-operative Housing Federation of Canada (CHF Canada), The Community Housing Management Network (The Network), and New Commons Development (New Commons). Together, we are pioneering a new governance model to strengthen and expand the co-operative housing sector in Nova Scotia.

CHF Canada

CHF Canada is the national voice for housing co-operatives in Canada. CHF Canada advocates for the continued support of the federal government to sustain and expand co-operative housing across the country.

The Network

The Network was founded by CHF Canada in May of 2009. The Network was established to help co-ops in difficulty and to fill gaps in local management services. The Network now provides day-to-day management services to over 58 co-operatives and housing providers in Ontario and Nova Scotia.

New Commons

New Commons Development is a development company that works with community-based co-operatives, government agencies and other public bodies, as well as with private developers, to create and preserve community assets with a focus on affordable housing.

We believe a sector-led co-operative is the key to delivering high-quality, sustainable housing, ensuring long-term stability and growth for community housing across the province.

The Co-operative Housing Federation of Canada

CHF Canada

CHF Canada is the national voice for housing co-operatives in Canada. CHF Canada advocates for the continued support of the federal government to sustain and expand co-operative housing across the country.

Such advocacy efforts have highlighted the importance of co-operative housing, and, in April 2022, the federal government announced a new Co-operative Housing Development Program with $500 million in direct funding and $1 billion in loans. This initiative is expected to support the creation of 6,000 new co-op homes over five years, which will be significant to the growth of Tidal Bay Community Land Co-operative Limited.

Since January 2021, the CHF Canada has been providing Governance Support Services through a contract to three co-operatives in Atlantic Canada. CHF Canada offers three levels of support as part of its contract. Individual co-ops can determine which supports they require and can request one, two, or all three. These services include Governance, Marketing, and Member and Community Engagement services. Building on this experience CHF Canada will provide similar support to TBCLC.

Community Housing Management Network

The Network

The Network was founded by CHF Canada in May of 2009. The Network was established to help co-ops in difficulty and to fill gaps in local management services. The Network now provides day-to-day management services to over 40 co-operatives and Housing Providers in Ontario and Nova Scotia.

Currently The Network is managing 28 properties, encompassing 966 units, in Nova Scotia. The clients they serve include non-profit and co-operative communities. Network staff have years of management experience and an unwavering commitment to affordable housing. Their goal is to ensure safe at-cost housing now and in the future.
The Network provides the expertise and commitment to housing management required to ensure the long-term viability of a housing co-operative model. TBCLC has entered into a partnership with The Network for management services to the co-operative as well as ongoing development support. The Network is also providing support to the sector by assisting with capacity building applications and the implementation of capacity building plans.

New Commons

New Commons Development is a development company that works with community-based co-operatives, government agencies and other public bodies, as well as with private developers, to create and preserve community assets with a focus on affordable housing.

The team at New Commons Development brings a wealth of knowledge and experience in building affordable housing in Canada, producing viable business plans, and identifying appropriate sources of capital. New Commons currently has over 1500 units of affordable housing under development in cities and towns across Canada. Notable current developments include the Wood Green Community Service, a 36-unit development of affordable homes for seniors in Toronto and a 100-unit of affordable housing in Surrey for low-to-moderate income families.

The New Commons model brings at-risk capital to the pre-development phases of a project, enabling its community-based partners to grow their asset base while mitigating early-stage project risks.
